Morris Chang wants to build another chip plant in Arizona, he said at APEC in Thailand. The current factory currently produces 5nm chips. The planned factory will then also produce 3nm chips, Chang said. The factory is expected to cost $12 billion, he said.

TSMC has already designed the plan, but nothing is final yet, Chang says. The founder is retired, but still plays an important role in the company and in the chip industry. 5nm is phase one. The new fab is phase 2 according to him.
